Construction of a Modular Refinery: The DRC consumes ~30,000 BBL/day of petroleum products. It has 5 billion barrels of crude oil reserves; all petroleum products are imported. It is advantageous to build a local refinery to reduce the cost and support industry and agriculture.
- Build a Crude Oil Refinery with a maximum capacity of 100,000 barrels/day. DRC produces 40,000 barrels/day of crude oil that the refinery can buy back.
- Build a modular refinery with a capacity adjustable from 15,000 to 100,000 Barrels/day.
- The refinery will start with ~30,000 Barrels/Day variable up to 90,000 and the investment is recoverable in 3 ~ 5 years. Using Muanda Crude Oil.

- Build a local storage repository capacity

- Build two Muanda-Kinshasa hydrocarbon transport pipelines, 550 km
