Under the agreement
1.CONSORSIO COMANDATE LOY S.A desires the design, execution et completion of Works known as the DEVELOPMENT OF 500,000 AFFORDABLE HOUSING UNITS (“the Projects”) at Republic of Angola in Luanda and other provinces and should be executed by the Development Group.

2.The Development Group (IIB-DG) Design, finance and construction of 500,000 housing units traditional and/ or new technology. The first phase of which is 10,000 housing units made up as follows:

• 5,000 houses to be constructed in Luanda with infrastructure (i.e. existing roads, water, sewerage, etc. etc.).
• 5,000 in a new location on two other provinces of the country including all infrastructure (roads and stormwater drainage; sewage reticulation, treatment & disposal; water reticulation and bulk supply.

3.The estimated total costs for the Project are:

• Phase 1: $ 250m for the first 5,000 houses (plus Sum 20% of the cost for infrastructure)
• Phase 2: $ 175 million for the 5,000 (plus Sum 20% of the cost for infrastructure).

4.The Development Group, offers to finance, design et execute of Works, therein in conformity with this Agreement for the total sum of FIVE HUNDRED MILLION UNITED STATES DOLLARS (US$ 500,000,000.00) only excluding applicable taxes and duties, hereinafter referred to as the “Contract Price for 10,000 Housing Units”, or such amount as may be ascertained under this Agreement. A realistic budget cost of the project will be known after feasibility study phase as stated on the Term sheet. The final contract sum shall be determined and agreed by both Parties after completion of detailed design and project costing.
